BBG – USAGM Watch Commentary
The e-mail reposted below with some minor editing was sent to BBG Watch by Radio Free Europe / Radio Liberty (RFE/RL) journalists in September 2016. BBG Watch is now called BBG – USAGM Watch. The e-mail revealed that RFE/RL Tajik Service was promoting propaganda in support of the dictatorial ruler of Tajikistan, President Emomali Rahmon. One of the RFE/RL reports also included Chinese Communist propaganda. USAGM media entities, including the Voice of America (VOA), have also been accused by dissident journalists and outside human rights groups of spreading propaganda from Iranian and Chinese regimes. An independent website run by dissident Belorussian journalists reported recently that the Voice of America has hired a television reporter who previously had produced anti-U.S. Russian propaganda films.
When RFE/RL journalists critical of their management sent their e-mail to BBG Watch more than two years ago, the federal agency which is now known as the U.S. Agency for Global Media (USAGM) was then called the Broadcasting Board of Governors (BBG). RFE/RL, which is based in Prague, the Czech Republic, was and still is overseen from Washington by the same agency CEO, John F. Lansing, who was appointed to his position in 2015 during the Obama Administration. Dissident RFE/RL journalists reported more than two years ago that some of the language services, including the Tajik Service, were engaged in the “glorification of authoritarian presidents” and that they were unable to convince the management in Prague or in Washington to carry out effective reforms.
These old e-mails to BBG Watch confirm the most recent findings by independent outside journalists, as seen this week in reports on BBG – USAGM Watch, Open Democracy, and Eurasianet websites, that Radio Free Europe / Radio Liberty and its parent federal agency are still in a deep crisis due to lack of effective leadership and dysfunctional management at many levels but starting at the top of the agency.
Faced with no effective responses to their complaints, a group of prominent international scholars and journalists has published an open letter, in which they charge that “RFE/RL leadership, and the US Agency for Global Media which oversees it, have long neglected credible allegations of conflicts of interest surrounding Ozodi’s [RFE/RL Tajik Service] ties to businesses owned by the Rahmon [Tajik President] family and its lack of editorial independence from the Tajik government.”
“It has become clear that Ozodi is not fulfilling the mission of RFE/RL and is tainting the reputation of the United States with its pro-governmental coverage,” international scholars and journalists said in their open letter.
Dissident RFE/RL journalists were already complaining to BBG Watch about the same problems more than two years ago. In response to these e-mails from RFE/RL journalists, BBG – USAGM Watch has posted numerous reports and commentaries on mismanagement at RFE/RL and USAGM in recent years, but no effective reforms were carried out by RFE/RL or USAGM’s senior management headed by CEO John Lansing.

We, ordinary journalists of the RFE/RL, read and follow carefully how you professionally analyze a weak and openly unprofessional pieces in the articles of our Central Newsroom. Indeed, when top managers of the Radio are immersed in the abuse of their power, work simulation and the creation of the Potemkin villages, ordinary journalists and editors respond to them by performance decline. Two years under … “interim management” became a period of deep stagnation, like what we had in times of Leonid Brezhnev. Brezhnev stagnation, as is well known, led to the collapse of the Soviet Union. You noticed it very precisely and fairly raise alarm over anti-Semitism and complicity in Putin’s propaganda in the articles of our Central Newsroom, which you read in English.
However, these Newsroom’s articles are just the top of the iceberg. You cannot even imagine what an open whitewashing of the post-Soviet dictators occurs in other RFE/Rl’s language services, because you can read only in English.[BBG – USAGM: some of our reporters read and speak Russian and other Slavic languages but not Central Asian languages.] The decline of ethics and trampling of standards of the Western journalism led to the fact that the content in many services has became uncontrolled. The services’ directors [are] engaged in the pursuit of…websites [statistics]…audience drop due to the poor quality of journalism, they compensate by speculative tricks…including paid advertising in Facebook or tabloids techniques. Meanwhile, some of the services’ directors de facto have privatized control over content, turning it to serve authoritarian regimes most likely in order to get profits. At the same time they breed nepotism and clannishness… [The management] knows about this but covers [up for] them, which is not clear why. For example, this happens in the Armenian and Tajik services.

Открывая торжественное мероприятие, главный редактор зарубежного издания газеты «Жэньминь Жибао» Ван Шучэн подчеркнул, что видит в лице президента Эмомали Рахмона «национального героя Таджикистана, который, переломив ситуацию в критический для страны момент, сумел положить конец гражданской войне и осуществить национальное примирение. Мы видим великого президента, который с непревзойденным мастерством политического искусства твердой рукой управляет страной, поднимая экономику страны, улучшая благосостояние народа. Мы видим человека, который любит народ и пользуется в народе большой любовью и уважением. Мы видим главу государства, который мыслит глобально, выступает за сотрудничество и в то же время обращает взор в будущее»,- заявил высокий гость. «Альбом показывает, как президент Рахмон прошел большой путь от молодого директора совхоза до выдающегося лидера Таджикистана; его упорную борьбу за процветание, гармонию и стабильность страны. Он отметил, что 2015 год также «запомнился тем, что в начале марта в атмосфере спокойствия и стабильности прошло одно из важных политических мероприятий, то есть выборы депутатов в высший законодательный орган страны Маджлиси Оли и в местные Маджлисы народных депутатов».
«В этом важном политическом мероприятии славный народ страны принял активное участие и в очередной раз доказал, что избранный путь нашего народа является бесповоротным и суверенный Таджикистан устойчиво движется по пути строительства демократического, правового и светского государства. Убежден, что славный народ Таджикистана и впредь во имя светлого и счастливого будущего нашей любимой страны будет трудиться с удвоенной ответственностью, больше стремиться к обеспечению развития страны и укрепления её экономической мощи», – подчеркнул Рахмон.
По его словам, в секторах предпринимательства и инвестиций, сферах промышленности, сельского хозяйства, науки, образования, культуры, здравоохранения и других отраслях жизни общества продолжались реформы и модернизация, расширились взаимовыгодные связи и сотрудничество Таджикистана с различными странами мира.
«Правительство страны в течение 2015 года, как всегда, направляло все свои силы и стремления к тому, чтобы создать благоприятные условия для достойной жизни жителей страны.
